PROJECTCHECK GUIDE
How Owners Should Check an Early Construction Budget.
Location, access, logistics, soil condition, structural system, specifications, labour availability, MEP scope, pool, landscape and procurement strategy can materially change the cost per square metre.
Use cost-per-square-metre only for early planning. A proper BOQ / RAB is required for reliable control.
How to estimate villa construction cost in Bali in 2026
A reliable budget starts with measurable scope, not one island-wide rate per square metre. Building area, structural system, soil and slope, access, specification, glazing, joinery, MEP, pool, landscape, waterproofing, logistics and procurement strategy can move the final cost materially.
Use cost per m² only for feasibility
A cost-per-square-metre range is useful at concept stage, but it should not be treated as a contract budget. Once drawings and specifications are sufficiently developed, the owner should move to a measured BOQ/RAB so competing prices can be compared against the same scope.
Check exclusions before comparing contractor prices
Two quotations can appear far apart because they do not include the same work. Review preliminaries, utilities, testing, temporary works, waterproofing, MEP equipment, pool systems, external works, permits, taxes, furniture and owner-supplied items before concluding that one contractor is cheaper.
Connect budget to progress and payment
After construction starts, cost control should follow approved scope, variation orders, verified progress, retention, advance recovery and supporting evidence. A budget that is not connected to payment control cannot show whether cash flow is running ahead of physical progress.
When to obtain a professional BOQ / RAB
Use a professional measured cost plan when the owner is preparing a tender, comparing contractors, negotiating a contract, recovering a troubled project or needs a defensible basis before approving major construction expenditure.
