Why contractor verification matters
A low price or attractive presentation does not by itself demonstrate delivery readiness. The owner should understand who will manage the work, how the scope is defined and what evidence supports the contractor proposal.

Review can consider relevant experience, proposed project organization, key personnel, construction approach, subcontracting assumptions and ability to manage the project scope.
Commercial clarity
The review can challenge inclusions, exclusions, provisional items, payment structure, variation mechanisms and other commercial points that may create disputes later.
